I. IMPORTANT! – CREATE A USER ACCOUNT

When the KHA HCV Wait List opens, the Wait List Pre-application will contain sensitive information about the applicant that is considered confidential. That information will be maintained in a User Account on our secure database. Access to the information in a user account will only be available to the applicant and KHA so you must create a user account before you can apply for the KHA HCV Wait List.

If you answer Yes to any of the following questions, you already have a User Account and don’t need to create another one:

  1. Are you a Participant currently on the Housing Choice Voucher Program in Kendall County under the Kendall Housing Authority?
  2. Are you a Participant currently on the Housing Choice Voucher Program in DuPage County under the DuPage Housing Authority?
  3. Were you a Participant on the Housing Choice Voucher Program in Kendall County under the Kendall Housing Authority but are no longer on the HCV program or no longer live in Kendall County?
  4. Were you a Participant on the Housing Choice Voucher Program in DuPage County under the DuPage Housing Authority but are no longer on the HCV program or no longer live in DuPage County?
  5. Were you on the Wait List for the Kendall Housing Authority from 2008 or the Wait List for the DuPage Housing Authority from 2010 or 2016?

 

If you answered No to all the questions above, you Do Not have a RENT Cafe User Account and you must create one. If you have an account and forgot your username or password, please contact the Compliance Department at 630-593-8209 (Jim) or 630- 593-8225 (Lisa) for assistance.

It is not required but it is highly recommended that before the HCV Wait List opens for pre-applications at 9:00 a.m. Central, on March 1, 2018, that you visit the Kendall Housing Authority website and select the ‘APPLICANTS’ tab from the top menu bar followed by ‘Applicant Housing RENT Café’ to create your User Account. 3) Once it directs you to the ‘Login’ webpage, select the ‘Click here to register’ link, then; 4) follow the steps to create your account by entering your email address as a username, and create a password that you choose. Please note that passwords must be a minimum of 10 characters, and must include at least one upper case letter, one lower case letter, one number and one symbol, such as a dollar ( $ ) or pound ( # ) sign.

Note: Once you create the user account, you will receive an email confirming your Rent Café user account was created. You are now ready to complete the pre-application once the HCV Wait List opens for pre-applications. It is also recommended that you review the information about wait list KHA LOCAL PREFERENCES as you will be asked to select any that apply to you when you complete the application. The list of local preferences and their definitions can be found on the KHA website at www.kendallhousing.org. Click the APPLICANTS tab and select Local Preferences.

Knowing what local preferences, if any, that you may qualify for before you start to fill out the pre-application will allow you to complete the pre-application more quickly and accurately – giving you a better chance of getting onto the wait list.

IMPORTANT: All preferences chosen must be verified as currently existing at the time of eligibility determination and before you can be admitted to the HCV Program. Applicants not qualified for a selected preference at time of eligibility determination will lose the preference points and must be returned to the KHA HCV Wait List. In this matter there are NO EXCEPTIONS!

 

II. When the Wait List Opens March 1, 2018

NOTE: If you already have a User Account created, proceed to Step 1. If you have not created the User Account, you must do it at this time. See the earlier instructions in number I. IMPORTANT! – CREATE A USER ACCOUNT section above.

Step 1 – Complete The Pre-application

The pre-application is several pages of questions that should on average take 3-5 minutes to complete. All questions indicated as required must be answered. Most questions are answered by clicking in boxes or circle (radio buttons). Make sure to select any KHA Local Preferences that you qualify for.

Step 2 – Submit The Pre-application

Once the pre-application is completed and all required questions are answered, you must click the SUBMIT button to submit the pre-application. Note: Once you submit the pre-application, you will receive a confirmation email that the pre-application was successfully submitted and received by KHA. You will also receive an attachment with a copy of your pre-application for your records that indicates the DATE and TIME your pre-application was successfully received by KHA.

REASONABLE ACCOMMODATIONS

Opening of the KHA HCV Wait List will be an online process. Pre-applications will NOT be provided or accepted at the KHA Yorkville location unless you have been pre- approved for a Reasonable Accommodation because of a disability or related condition that prevents you from equal access to the online pre-application process. Your accommodation request must be written, and must describe the reason why the online pre-application process prevents you from accessing the pre-application. The written request can be:

Every request for a Reasonable Accommodation will be reviewed and responded to directly by KHA prior to the opening of the HCV Wait List. Approved requests for an accommodation will be given access to an alternative pre-application process, but every pre-application process will have the same open period.

III. After the Wait List Closes For Pre-applications

Pre-application Status

The need for rental assistance in Kendall County is much greater than the total number of vouchers available each year in the county. That means that the successful submission of a pre-application provides a chance for applicants to be selected for the HCV Wait List. However, successful submission of a pre-application by an applicant does not guarantee that the applicant will be selected for the HCV Wait List.

Within 45-60 calendar days after the close of the KHA Wait List pre-application period on March 9, 2018, you will receive an email notification of the status of your pre- application of either On List or Not On List:

  • On List – this email notification confirms the pre-application was successfully submitted and received during the wait list open period and may also indicate the applicant’s position on the wait list and estimated wait time to be

 

  • Not On List – this email notification confirms the pre-application was successfully submitted but was received after the wait list open period ended. Pre-applications not filled out completely as required may also generate a Not On List email

 

Note: Since the KHA HCV Wait List was last opened in 2008, KHA’s new methodology is to open the HCV Wait List more often and add fewer applicants with shorter wait times to be served, than to open the HCV Wait List less often and add more applicants with longer wait times to be served.

 

IV. Ongoing KHA HCV Wait List Updates

It is important that you keep ALL your HCV Wait List pre-application information current. If ANY information changes from what you reported on your original pre- application, you must log into your User Account and update the information to the current information – especially your contact mailing address and any Local Preferences selected. You may receive periodic written updates from KHA about your wait list status that you must respond to, and any updates are mailed to the address shown in your User Account, which is why it must always be current. If you don’t respond, or if the mail is returned as Undeliverable, will cause your removal from the list.

Once your wait list position reaches the top of the list, KHA will notify you by first-class mail sent to your contact address of record. The notice will indicate the DATE and TIME of your Eligibility Interview and the documents needed at the interview to start the program eligibility process.

 

V. Wait List Position and Approximate Wait Time

PLEASE, DO NOT CONTACT KHA ABOUT WAIT LIST POSITION OR WAIT TIME!

KHA will contact you by first-class mail when your position reaches the top of the list and funding is available to schedule your Eligibility Interview, so it is important to regularly login to your User Account and keep your pre-application information current to ensure receipt of correspondences from KHA.

The original positions of the 300 applicants on the KHA HCV Wait List are based on DATE and TIME of the pre-application. Once on the list, any Local Preferences the applicant chooses moves their position on the list higher than other applicants with fewer preference points, or no preference points at all. As applicants update their pre- application, preferences may be added or removed which will constantly shuffle the wait list positions and those positions can change daily, up or down. KHA serves applicants from the wait list based on KHA LOCAL PREFERENCES, so KHA cannot accurately estimate what any applicant’s wait time will be due to constant position changes.
